Names Former VocalTec President To Head Worldwide
Sales Organization

Appoints Craig Inouye as Vice President of Sales for
Asia; Rob Stephens as Director for Regulatory Affairs
Basis,
Inc., (NASDAQ: IBAS), the leader in international
Internet telephony, today announced the appointment
of Charles Giambalvo, former president of VocalTec
Communications, Inc., as senior vice president of
Worldwide Sales. The company also announced the appointments
of Craig Inouye as vice president of Sales for Asia;
and Rob Stephens as director of Regulatory Affairs.
As senior vice president
of Worldwide Sales for iBasis, Giambalvo oversees
the company's global sales force and is responsible
for developing and managing execution of the company's
worldwide sales strategies.

Charles Giambalvo,
Senior Vice President of Sales
As the former president of VocalTec Communications,
Inc., a company that helped pioneer commercial IP
(Internet Protocol) telephony, Giambalvo brings to
iBasis more than 21 years of communications industry
experience. Prior to VocalTec, Giambalvo was a vice
president of sales at Stratus Computer. Giambalvo's
strategies and executive leadership in this role resulted
in significantly increased sales revenues for the
company. Prior to Stratus, Giambalvo served as senior
vice president of Sales and Customer Service at ECI
Telecom, Inc., a leading manufacturer of telecommunications
transmission equipment. Giambalvo has a Master's of
Science degree in Telecommunications Management from
Golden Gate University and holds a Bachelor of Science
in Electrical Engineering and a Bachelor of Fine Arts
in Communications from The New York Institute of Technology.
Craig Inouye, Vice
President of Sales for Asia
As vice president of Sales for Asia, Craig Inouye
drives the company's sales strategies and initiatives
for that fast growing region. Inouye is a proven communications
industry sales executive who brings to iBasis an extensive
knowledge of the Asian markets. Prior to joining iBasis,
Inouye was director of International Business Development
and Carrier Sales for DirectNet Telecommunications,
a provider of wholesale international telecommunications
products and services. In this role, Inouye managed
DirectNet's U.S. wholesale carrier sales and initiated,
negotiated and developed international long distance
telecommunications projects and service arrangements
with international carriers. Previously, Inouye spent
11 years with GTE Corporation where he held a variety
of managerial and sales positions, including that
of Regional Director for International Relations.
In this role, Inouye was responsible for the company's
Asian business development activities, including establishing
strategic points-of-presence and new revenue sources.
Inouye attended Hawaii Pacific University's graduate
program and holds a Bachelor of Business Administration
degree from the University of Hawaii.
Rob Stephens, Director
of Regulatory Affairs
As director of Regulatory Affairs at iBasis, Rob Stephens
oversees the company's negotiations and ongoing relationships
with national and international communications regulatory
organizations around the world. Stephens brings to
iBasis more than a decade of experience in regulatory
issues and management for the communications industry.
During six years at the Federal Communications Commission
and the Office of the United States Trade Representative,
Stephens helped develop, negotiate and implement the
United States government's telecommunications policy
regarding the World Trade Organization, the North
American Free Trade Agreement, the International Telecommunications
Union, the Organization for Economic Cooperation and
Development, the Asia Pacific Economic Cooperation
organization and the Inter-American Telecommunications
Commission. Prior to his work at the FCC, Stephens
was a telecom analyst for Consumers Union, publisher
of Consumer Reports. He subsequently worked as a telecom
analyst at Consumers International, the world's largest
federation of non-governmental consumer organizations,
where he developed a program that empowers grassroots
consumer organizations worldwide to become effective
advocates on telecommunications and Internet policies
before national and international organizations. Stephens'
expertise in communications policies and technologies
includes an extensive knowledge of telecommunications
accounting rates, interconnection, numbering, universal
service and Internet policies in the United States
and in developing countries. Stephens holds a Master's
in Public Affairs and Master's in Latin American Studies
from The University of Texas and Bachelor of Arts
and Bachelor of Journalism degrees from The University
of Florida.
