iBasis Names Mark
S. Lefebvre Vice President of Operations; Jonathan
D. Draluck Vice President of Business Affairs and
General Counsel
BURLINGTON,
Mass.-June 15, 2000- iBasis, Inc., (Nasdaq: IBAS),
the leader in advanced Internet-based communications,
today announced that Mark S. Lefebvre, formerly vice
president of Data Services Engineering at Broadwing
(formerly IXC Communications), has been named vice
president of Operations. The company also announced
that Jonathan D. Draluck, previously an attorney with
Swidler Berlin Shereff Friedman, LLP, a prominent
Washington, D.C. law firm specializing in telecommunications,
has been appointed vice president of Business Affairs
and General Counsel.
As vice president of
Business Affairs and general counsel at iBasis, Jonathan
Draluck is responsible for promoting the company's
business interests through industry and regulatory
channels and for providing advice on a broad range
of legal issues.

Mark S. Lefebvre,

As the former vice president of Data Services Engineering
at Broadwing Communications, Lefebvre brings more
than 10 years of network and IP services experience
to iBasis. Prior to Broadwing Communications, Lefebvre
was assistant vice president of Internet Engineering
at BBN Corporation and was responsible for the company's
network design and engineering services, as well as
deployment and support of BBN's tier one ISP infrastructure.
While at BBN, Lefebvre built a dial-up network for
AOL and a private, real-time voice, video and data
Internet for DARPA. Previously, Lefebvre held senior
technical and managerial positions with BBN and Computervision
Corporation.
Lefebvre has a B.A.
from the University of Massachusetts and an M.A. and
Ph.D. from Kansas State University.
Jonathan D. Draluck,
Vice President of Business Affairs and General Counsel
As a former telecommunications attorney with Swidler
Berlin Shereff Friedman, LLP, Draluck offers iBasis
substantial experience in obtaining favorable terms
for network interconnection, traffic exchange, and
use of network elements. In the firm's transactional
practice, Draluck counseled arbitrageurs and institutional
investors on regulatory issues related to mergers
and acquisitions. Previously, Draluck spent six years
at the U.S. Federal Trade Commission's Bureau of Competition,
where he litigated antitrust matters, served as Attorney
Advisor to the Director, and worked in Bucharest,
Romania as an advisor to the Romanian Ministry of
Finance on the implementation of that country's first
competition law.
Draluck holds a Bachelor
of Arts degree from the University of Pennsylvania
and a J.D. from Emory University.
