iBasis Adds Peter D. Aquino to Board of Directors

BURLINGTON, MA— August 6, 2004 — iBasis, Inc. (OTCBB: IBAS), a leader in international long distance, VoIP, and prepaid calling cards, today announced that Peter D. Aquino has joined its Board of Directors.

Mr. Aquino, Senior Managing Director, Capital & Technology Advisors LLC (CTA), brings to iBasis more than 20 years of operations, regulatory, business development, and financial management experience in the U.S. and international telecom markets. From 1983 to 1995, Mr. Aquino was at Bell Atlantic (now Verizon) where he helped develop expansion initiatives that included investments in wireless spectrum, international joint ventures, and numerous CLEC and broadband projects. In 1995, Mr. Aquino became a partner in Wave International, Inc., an entrepreneurial telecom investment firm focused on emerging markets. Mr. Aquino played an integral role in the development of Veninfotel LLC, the first company in Venezuela to offer voice, data, and video over a fiber-based platform to both residential and business customers.

In 2001 Mr. Aquino became Senior Managing Director of Communications Technology Advisors LLC (CTA), a telecom advisory firm. He has led successful initiatives involving mobile operators, competitive local exchange carriers (CLECs), managed services providers, and broadband service providers. Mr. Aquino is a board member of Neon Communications and Motient Corporation (a wireless data operator). He earned a B.S. in Finance and Economics at Montclair State University in New Jersey, and an MBA in Finance at George Washington University in D.C. Mr. Aquino resides in Reston, Virginia.
